Congress is paid by you. One leader said he wants to break your spirit.
Members of the House are not hired to destroy the other party.
They are hired to represent a district under Article I of the Constitution.
The oath they take is 5 U.S.C. § 3331: support and defend this Constitution, without mental reservation.
An employee who talks about the people who pay him as a spirit to be broken has left that oath.
An employee does not declare war on the people who pay him.
A Texas Republican who is leaving after twenty-two years said the quiet part in an interview published September 16, 2026.
Representative Michael McCaul, former chairman of Homeland Security and of Foreign Affairs, is not running again.
He was describing what the House had become, not handing out an assignment.
“Internecine warfare is what has become vogue,” he said.
Then: “You’re elected not to get along with the other side and get good things done for the country.
You’re elected to fight and kill the other side.” He also said that when he arrived, voting against the rule got you punished, and that the discipline is gone.
That sentence is McCaul’s, not Hakeem Jeffries’s.
This journal will not move it onto the other man’s tape.
It will not pretend McCaul was recruiting a riot.
He was a Member walking out the door, naming the job as a kill.

That is still not the oath.

House Minority Leader Hakeem Jeffries said, on camera at a news conference carried in full by C-SPAN on April 22, 2026, that “we are in an era of maximum warfare, everywhere, all the time.” The isolated sentence is this C-SPAN clip.

The words “maximum warfare” were still said, on camera, by an employee of the House, about tens of millions of Americans who vote.
On May 19, 2026, Jeffries sat for a C-SPAN recording of the Center for American Progress IDEAS conference.
In that room he said the goal was to “break them,” then: beat them electorally, “and then we have to break their spirit.” That is a second tape, a second room, not a caption.

On March 4, 2020, Senate Minority Leader Chuck Schumer stood on the steps of the Supreme Court and said, of Justices Gorsuch and Kavanaugh, “you have released the whirlwind and you will pay the price” and “you won’t know what hit you.” C-SPAN preserved the clip.
Chief Justice Roberts issued a statement the same day.
